I am running Oblivion/Morrowind on a P4 2.6Ghz w/hyper threading, 1.5gb
ramn and a budget 512 AGP8 card now.

I am looking to build a new pc. Funds as usual are limited. I have four
512mb cards I am looking at:
ATI 3650
NVidia 8400GS
8500GT
6800GT

I am looking at going to a Intel E8400 DC 3Ghz 1333 front side bus
2g ram(for now) and the 512m card. I sell and work with business pc's. I
rarely get to build a game pc. Is there a noticeable difference in
these cards?

I recently built a new computer using the same CPU and 2 GB RAM and a
Diamond HD3870.  It is a little more than the 3650 but runs everything I
have thrown at it very well.  One advantage of the 3870 over most 3650
is that they have an external vent for the fan rather than leaving the
hot air in the case.

Some of us have so many fans in our case they never got hot and a heat
sink the size of a small refrigerator on the video card that scarecly
needs a fan. Rreally.

MJB: I've installed three extra fans (beyond the two the box came with) and
a zalman cooler on my video card just to keep Oblivion happy. Truely.

Since I was using a Sonata case with a sound reducing kit I was stuck
with an external 120mm fan along with the power supply's fan for
removing hot air. It also has a 120mm fan blowing on the drives but is
not really an intake fan. The 3870 runs fairly hot and the fan
exhausting out of the case was necessary.
When I first started running Morrowind I spent $400 for an 9700 Pro when
it was first released just to play the game. That card was so hot it
would crash after a short time until I placed a slot fan below it to
remove the hot air. The design of video cards with the hot components
on the bottom in most cases amazes me. Hot air rises and the exhaust
fans are usually above the cards so it would be better to have the heat
rise from the components to the fan.

to differentiate them from existing ISA cards. At that time most
computers were desktop rather than tower and the heat problem solved
itself. I still think it was a stupid choice to make.

I'm not sure about ATI, but in order to use DX10 with an Nvidia card,
it needs to be at least the 8 series. Not that it's great shakes over DX9,
but if you can afford it, might well not build in any obsolescence.

I think the best bang for the buck is still the 8800 GT. Get one that
has a beefier fan (takes up two slots) as the card runs very hot with the
stock fan. They are now running between $160 and $225. You'll be able to
move those graphics sliders in Oblivion much further to the right with that
card :-).

I'd say things were already tending towards towers back then. And yes, I've
always thought having the hot side point down was odd. On the other hand, it
does mean that any dust settling lands on the back of the board instead of
clogging heatsinks (not that dust gets a chance with a system running - more
likely to be sucked through a fan and still get clogged!)

Radeon HD3850 is a great choice, I played Oblivion with everything to
the max at 1280x1024 with bloom lightning (HDR) or antialiasing to the
max.
Be sure to use Catalyst 8.9

I did build a new pc. I used an Intel board with a C2D 3GHz 1333 front
side bus processor. 2gb of ram. XP Pro and the Radeon 3650 512mb. I have
no delays in Oblivion. I enabled every setting in the video and I can
run through fields and it looks like running. Before running through the
fields was choppy at best. Everything else is smooth as well. Thanks for
all of the input.
