It sounds like what you're asking about is what are called Captions. See
Word Help on the topic: Add a caption, as well as related subjects. By using
Word's Captions feature you can also generate the second item you asked
about a Table of Figures, also discussed in Help.

The numbers do not have to refer or lead to anything, but if they can lead to
a numbered entry in a list at the end of the text, that would be nice. I
cannot use endnotes, however, since they are already being used for
bilbiographical references. (In a sense, I guess, this function would be like
a second set of endnotes.)
