I turned on the CPU/System widget to see what it would do.
Mostly I see two straight blocks of gray. Solid output, like both CPU/
system are running a 100% to Max. Occasionally, there is a spike, so it
acts like it is working properly.

I have a 2800gig cpu AMD on an Asus motherboard and 1 gig of memory.

is it possible I am running everything at 100% continuously? And my
system does seem like a slug bug at times. it appears to be on this one
account. I created another account and it doesn't peg the meters at all
like this one does. Which leads me to ask, what in the world would be
running to use 100% of resources?

Install and run htop. Use f6 to select the cpu column to sort by.
